If we were completely honest, Naruto would never have fought Sasuke if it weren't for the 9 Tails.
It's worth noting that "Naruto without Nine Tails" practically implies that Naruto fights alone. "Sasuke, on the other hand, literally limits an ontological HIM PART without its Sharingan." "Who'd win if Naruto wasn't helped, but Sasuke tied his arm back?" A logical conclusion would be that Sasuke had not used his Sharingan chakra, but his enormous amount of Uzumaki was not Naruto. (At the moment, neither side is employing senjutsu.)
Your question would always be Sasuke, aside from the imbalance. In every respect, Sasuke is a superior ninja than Naruto, who sucks at all. Almost all Narutos feat except for Rasengan, Shadow Clones is an example of an external handout to him that dramatically increases his force, rapidity and reaction time such that he can still easily swap his hands with the most determined, competent and skilled warriors of the taijutos. Not to say, his only two ninjutsu overloads so heavily that it fits or surpasses what it is against.
There are many who answer the matter, and many are trying to reduce Naruto artificially to the point that Sasuke is similar to him without a dojutso. Some of the answers argue that the removal of Sharingan from Sasuke will lose the massive chakra stores of Naruto. Some people propose deleting Sage mode as well (I have no idea why somebody tought this is reasonable). Therefore, I ask those who endorse it this question.
Allow coma base sasuke with Naruto (out of Kurama) base sans Sharingan / Rinnegan with similar chakra storage and NO Sage mode:
1. Sasuke can't play Chidori without Sharingan, or it costs him a lot of chakra if he could. However, the changes that he has made to a freaking tree are so great if he succeeds in doing so.
2. In general, only a few releases of Lightning jutsus can be used by sasuke but no Sharingan.
3. Sasuke cannot even use the right Taijutsu if he has no Sharingan. But sadly, all Uchih's rely on Sharingan for Taijutsu.
4. Shuriken jutsu is also out of the photograph. Without a sharingan his Shuriken jutsu is regular
